GVPT280 Comparative Politics and Governments; (3 credits) Grade Method: REG/P-F/AUD.
Prerequisite: GVPT100. An introduction to the comparative study of politics and governance, including the analytical frameworks for studies of politics and governmental institutions and a survey of the major types of European regimes. This course introduces students to some of the fundamentals of domestic-level politics in a variety of countries around the world, and asks some of the big questions in comparative politics: what is the state, and what is power? What are some of the major institutions that comprise a state? What are ideologies and what is nationalism-how do ideas matter in politics? What do we know about political transitions, and when do they lead to democracy or authoritarianism? These are just an example of the themes and questions explored in this stimulating and thought-provoking course, a course that everyone interested in politics should take.

Experience the excitement and reward of arguing, and perhaps winning your client's case in court. After a brief introduction to the rules of evidence and trial practice, this exciting, hands-on program will teach you how to prepare and present your case to a judge or jury, how to handle witness examination and how to give effective oral arguments. This new and innovative course provides you with lectures on the essentials of trial practice as well as coaching and practice in oral advocacy, which will prepare you to join the national championship UMD Mock Trial team when you enroll and that will give you confidence in public speaking and presentation.

Latin America is the case study for assessing the effectiveness of global, regional and domestic human rights action and change over time.

GVPT309P Topics in International Relations: Inter and intra-state conflict and its resolution in Latin America; (3 credits) Grade Method: REG/P-F/AUD.
Integrates the analysis of violent domestic and international conflict in Latin America and alternative approaches for its resolution. Providing a historical background to conflicts in the region, the curriculum primarily focuses on contemporary developments, particularly those opening up new possibilities for conflict resolution in the post-ColdWar and globalization periods. The first part deals withmacro-analysis and alternative explanatory theories for the limited violence in inter-state conflicts and the emergence of a zone of peace in the continent. The second part of the course covers selected case studies of conflicts that have been managed in the last decades, as wellas those that are stilllatent and may require preventive action. Thecourse will end with a discussion about present and future trends of conflicts in the region and alternative despute resolution mechanisms, in both Track I and Track II diplomacy.Also offered as LASC448B and SPAN448B.

GVPT309X Topics in International Relations: Conflict Resolution - The Israeli Palestinian Experiment; (3 credits) Grade Method: REG/P-F/AUD.
After years of negotiation, lately most of the dialogue between Palestinians and Israelis East is spoken with bullets and bombs. A unique team of professors from the Middle East is team-teaching this groundbreaking course. The specially designed approach allows an in-depth understanding of this volatile issue using interactive discussion, historical perspectives and problem-solving workshops to search for common ground. Topics include the fate of Jerusalem, the problems associated with refugees,settlements, water rights, border disagreements and security concerns. This conflict is compared to the broader perspective of other ethno-political conflicts. The instructors are two well known Palestinian and Israeli political scientists, who for nine years have been working together. Prof. Manuel Hassassian a resident of the West Bank, is the Executive Vice-President of the Bethlehem University. Prof. Edy Kaufman, is the Executive Director of the Harry S. Truman Institute for the Advancement of Peace at the Hebrew University of Jerusalem. Both will be coming specially from the Middle East to teach this course.

The course covers Arab politics, focusing mainly on the socioeconomic transformation of Arab neo-patriarchal society, the resurgence of fundamental Islam and the challenges of Western modernization. It will cover a wide range of topics dealing with political ideology and religion in the Middle East (ME). In this context, we attempt to deal with historical trends and future challenges to better understand current issues such as the relevance of the US policies vis-a-vis the ME:the cases of Iran, Iraq, Syria, and Palestine; the rise of terrorism,political orientation or religious xenophobia; democracy in the region and reflections on Hamas's recent ascension to power; the politics of oil and its impact on American policy in the Middle East. (Prof. Hassassian has been the rector and Vice-president of Bethlehem University and is currently serving with an ambassadorial rank as the Palestinian General Representative in the United Kingdom.)
